Congress receives this Monday message from Bolsonaro in the first session of the year

Solemn session will be the first with the newly elected federal deputies and senators and marks the beginning of legislative work. The presence of ministers and authorities is expected.

The National Congress will begin on Monday (4) the legislative work of the year at a joint joint session of the House and Senate - the first with newly elected federal deputies and senators.

At the ceremony, scheduled to begin at 3:00 p.m. in the Chamber's plenary, a message will be read from the President of the Republic, Jair Bolsonaro, with the plans of the Executive Branch for 2019.

The message is usually taken to Congress by the head of the Presidential Civil House and who should represent Bolsonaro is the minister, Minister Onyx Lorenzoni. The president is hospitalized in São Paulo, recovering from surgery to remove the colostomy bag.

The start date of the legislative year is defined by the Federal Constitution, which establishes that it is on February 2. However, as this year the date was a Saturday, the beginning will be on the first following business day.

The inaugural session will be conducted by the newly elected Congressional President, Senator Davi Alcolumbre (DEM-AP), after fulfilling a formal rite. He will arrive at the Congress led by beaters, will hear the execution of the National Anthem, watch a salvo of 21 cannon shots and pass the troop into magazine.

In addition to the parliamentarians, officials such as the President of the Federal Supreme Court (STF), Dias Toffoli, and the Attorney General of the Republic, Raquel Dodge, are invited. The ceremony also appears on the agenda of ministers Sergio Moro (Justice) and Gustavo Bebianno (General Secretariat of the Presidency).

The mayor, Rodrigo Maia (DEM-RJ), reelected to command the House for another two years, must also attend the solemn session.
Under the rules of the House, the reading of the presidential message will be made by the first secretary of Congress, Congresswoman Soraya Santos (PP-RJ).


The voting list in the House and Senate is not yet defined. Party leaders in the Senate are due to meet on Tuesday (5) to determine the first proposals to be discussed by the House. In the House, the Leaders' meeting is scheduled for Wednesday (6) in the morning.

One of the issues that parliamentarians are expected to address in the coming weeks and months is Social Security reform, which has been singled out as a priority by the Bolsonaro government to recover the country's accounts.

The expectation is that a proposal with changes in the rules of retirement will be sent by the Executive to the Legislative soon.
